Project information

The project aims to improve social dialogue and cooperation by addressing a number of issues that directly or indirectly hinder bipartite and tripartite cooperation and trust among social partners in the Czech Republic construction sector. The focus of this action is to strengthen social dialogue so that it has a longstanding positive impact on the parties involved.

Projects will encourage social partners to participate in both tripartite and bipartite social dialogue through the transfer of best practices and training. The project serves a goal to strengthen bilateral relations and cooperation between Norway and the Czech Republic, exchanging experience and familiarizing social partners in the Czech Republic with Norwegian good practice in the field of social dialogue and cooperation of social partners and stakeholders.

The partners of the project will address the challenges and opportunities within the social dialogue and cooperation according to four thematic groups: legislation, work of social dialogue instruments, current labour market challenges including Industry 4:0, other aspects related to the effectiveness of social dialogue. Based on the work of the thematic groups, the report will be developed indicating the most important directions and identifying the key challenges and spaces for improvement related to the work of social dialogue committees as well as the most important issues to be dealt with by social partners. This ultimately will contribute to the advancement of the bipartite social dialogue and involvement of the stakeholder institutions. To achieve this indicator, the participation of the partner from Norway is crucial. During the study visit in Norway, stakeholder institutions will experience the best practices of the social dialogue and collective bargaining agreements. The experience shared by the Norwegian partner will ensure the sustainability of the project outcomes as the institutions involved intends to utilize the knowledge gained by signing the agreements in the future. Additionally, the project aims to build a higher level of trust between stakeholder institutions that will ultimately provide a guarantee of achieving sustainable project results. The activities developed within the project are designed in such a way as to ensure cooperation and teamwork between the social partner entities. The important milestone in this regard will be the thematic working sessions during which the partners will try to find solutions to the problems, brainstorm and analyze data collected during the research phase and study visit in Norway.

The partners will work on important cross-cutting issues such as:

  1. impact of EU and national legislation on the effectiveness of social dialogue committees; development of proposals of changes, identifying spaces for improvement and indicating changes based on the Norwegian model
  2. practical work of social dialogue instruments including Norwegian best practices on collective bargaining
  3. finding responses to main challenges in the labour market including Industry 4.0, migration, atypical forms of employment etc.
  4. other aspects that can potentially foster the successful implementation of decent work agenda, according to current needs, identified within the framework of the research.

Special emphasis will be put on the capacity-building of the social partners, which will be realised through comprehensive training sessions. The partners of this project believe that with the joint effort of this action they can pave the way for the effective social dialogue in the construction sector.
