4th Thematic Working Seminar 19-20.6.2023

In the thematic meeting, this time, unlike the previous ones, members of the Association of Entrepreneurs in the Construction Industry prevailed as participants. It was also the aim of this meeting on the part of the organizers, to make the word of entrepreneurs sound louder. The progress corresponds to the approved programme. Jana Chobotská introduced SPS – the project implementer. She also introduced the 1st partner of the NHO (Norwegian Confederation of Business Unions) project. The presentation of the 2nd partner of the OS Stavba project was made by engineer Zítko, chairman of OS Stavba. The presentation of the analysis and research report created as part of the project was delivered by its author doc. Kroh. He also gave the participants information from the Study Trip to the NGO, Oslo, Norway and presented the Nordic social model based on the experience gained from the Norwegian partners.

Doc. Kroh also led a discussion on the individual topics of the project, which are listed in the program. From its content, we select less serious notes. Due to the presence of a large number of new participants who got acquainted with the project for the first time, many of the discussion contributions coincided in content with the presentations at previous thematic meetings.

The participants pointed out that social dialogue systems are not comparable. The lack of information of the new participants in the thematic meetings was also partly responsible for this. In them, it was shown that the systems can be compared despite the difference in historical development. The importance of the discovery of oil fields in the North Sea cannot be denied, but it is usually overstated. What is being forgotten is that the key agreement between employers and employees was made long before.

The most attention was paid to the selection process in the discussion. This is an issue that resonates very often and strongly among construction entrepreneurs, because a large part of Czech construction companies participate in some way in contracts from the public sector. There is general dissatisfaction with their legal arrangements, so the Norwegian experience would be useful here.

A major benefit of the thematic meeting was the awakening of interest in the Norwegian experience among construction entrepreneurs. In addition to the mentioned selection procedures, he was also interested in the way of concluding collective agreements and, in particular, the overall organization of social partnership based on social harmony and the resolution of disputes through negotiation with the help of a mediator. The smart card system attracted a lot of attention as a means of recording workers on construction sites, which facilitates the determination of responsibility for the quality of work, or for offenses against work safety leading to extraordinary events. 

The current course of thematic meetings indicates that there may be great interest in the final activities - training and conference.
